Government response to measures relating to the land-based gambling sector
The categories of people who need a personal licence are outlined in the Licence Conditions and Codes of Practice (LCCP). The Commission’s approach to risk underpins its licensing, compliance and enforcement functions. The same survey revealed 31% of British punters had placed bets on unregulated betting platforms, including prediction markets platforms like Polymarket.

The financial regulation of gambling is set out mostly in the British Finance Acts and provides for various levels of duty upon different types of gambling. Not regarded as gambling where the element of chance is no more than de minimis. Free-to-enter draws and betting competitions may be exempt if they meet conditions for free draws or prize competitions.

If gambling itself is causing difficulty, please see our responsible gambling page for free, confidential support. UK licensing conditions have tightened significantly, making Britain one of the most protective markets in the world. Each of our reviews lists the operator and licence number, verified on the public register. Casinos must verify you’re 18+ and confirm your identity (KYC), which protects against under-age gambling and fraud, and keeps your account secure.
This would be in contrast to the review and potential implementation of improved verification protocols within online gambling. Moreover, the current framework does not solve the issue that unless customers actively plan to bring cash to a pub for use on a gaming machine, then they are unlikely to use one. The societal shift towards cashless payments threatens the future of gaming machine GGY. They also noted the cost of refloating machines, which has become more challenging for pubs where cash payments are not taken over the bar.

The UK Gambling Commission banned all credit card use for gambling. The casino verifies your age and ID at signup, but your first withdrawal often triggers extra checks on your payment method. Our best practical advice is to set a firm budget with stop-loss/cash-out limits, and remember that casino-wide payout stats don’t translate to your specific game or short session. Don’t treat game or casino payout percentages as a promise. Make sure your name, address, and other casino account details match your ID. Our tips can help you avoid frustrations that stem from misunderstanding bonus conditions, casino payout rates and other tricky terms.
Below, we have compiled a list of the best UKGC-licensed casinos for 2026 that are in our portfolio. The draft Casinos Regulations form part of a package of interlinked statutory instruments which make changes to the regulatory framework for land-based casinos. Draft statutory instruments that form part of the package of measures that will change the regulatory framework for land-based casinos. Finally, personal licences are also monitored by the Gambling Commission who again have the power to review and ultimately revoke that type of licence
Making this a criminal offence will ensure a level playing field for all operators. However, there are a significant number of operators who are outside of Bacta’s membership and therefore may not operate any age restrictions. The benefits of this measure include the ability to assess the adherence of any given premises to these rules and identify points of failure, such as inadequate staff training.
These applicants do not need to hold, or have applied for, an operating licence. The exception to this is an applicant for a premises licence that authorises a track to be used for accepting bets. Applicants must have an operating licence, or have made an application for one. Only people with a right to occupy premises are eligible to apply for a premises licence.
Where an application is made in the form of a provisional statement it is to be treated in the same way as an application for a casino premises licence and included in any two-stage determination process that the authority is required to carry out. Where an authority invites applications, those applications may be in the form of an application for a provisional statement as well as in the form of an application for the grant of a full casino premises licence. Ministers are poised to crack down on unlicensed casinos sponsoring British sports teams amid criticism that a delay to the proposals has opened the door for offshore gambling firms to strike lucrative deals with Premier League clubs. This licence is for existing casinos which were originally licensed under the Gaming Act 1968 (opens in new tab). This licence allows you to manufacture, supply, install or adapt gambling software by means of remote communication. Clients trust Wiggin to navigate a broad range of legal matters, including obtaining and maintaining licences, international expansion, business acquisitions and sales, intellectual property protection, data security, dispute resolution and regulatory compliance.
Securing UKGC licenses, prioritizing AML and responsible gambling, and staying updated on UK casino regulations are non-negotiable. Under the Proceeds of Crime Act 2002, casinos must implement strict AML casino laws to prevent illicit funds from entering the gambling ecosystem. An operating license is mandatory for offering casino games like poker, blackjack, or slots, while a premises license is required for physical locations, granted by local authorities.
Among these, there are over 250 online casinos available for British players. There are over 2,400 gambling operators with UK licenses, according to the commission’s annual report. The benefits of playing at UKGC casinos include a high level of player protection, fair and responsible gaming, and quality bonuses and games.
Subsequent discussions with industry have indicated that this would equate to the majority of casinos in practice. Seven operators replied to this section of the consultation, some of which account for multiple venues and a significant proportion of the land-based casino sector. Venues would be required to comply with these requirements in order to increase their gaming machine allowance. If you selected ‘No’, please provide an alternative proposal for gaming machine entitlements if you have one. Respondents from the land-based gambling industry were generally supportive of proposals which would remove restrictions on supply, pointing to the unrestricted availability of the same products online.
In England & Wales this is the local authority, whilst in Scotland this is dealt with by licensing boards. A working knowledge of this document is essential for anyone who wishes to operate a casino in the UK. Depending on the number of persons who would hold certain positions within the applicant organisation, there may be an additional requirement for them to hold their own personal licence.

Do you think premises should adopt voluntary test purchasing as a way to monitor under-18s activity on Category D ‘cash-out’ slot-style machines? Further research finds evidence that there is a correlation between the recollection of playing Category D machines in childhood and adult disordered gambling, although causation cannot be shown. Bacta, which represents the amusement and gaming machine industry in the UK, have an existing voluntary commitment for their members to ban all under-18s from playing Category D ‘cash-out’ machines. Granular data is not available on how many of these are ‘cash-out’ slot-style machines, which are in scope of this measure. We propose therefore that these machines are allowed to stay in unrestricted areas in licensed and unlicensed FECs, and other premises including but not limited to pubs and travelling fairs.
In making this proposal we acknowledge some concerns from industry stakeholders about the necessity of a table gaming area requirement. Forty-two per cent expected a small increase in the supply and availability of other gambling products, while 41% expected either a small decrease or large decrease in the supply of other gambling products. Respondents had differing views on the impact on other gambling products. Contrastingly, respondents from local government, campaign groups and academia were more cautious about any measures which could be seen as increasing the supply of gambling opportunities, due to links between rates of gambling participation and gambling-related harm. We will work with the relevant trade bodies and operators to understand the feasibility of this proposal and the frequency of any reporting to DCMS. This includes ensuring that appropriate safeguards against gambling-related harm are in place.

456.Subsection (7) allows the Secretary of State to use her powers via regulation to control the non-gambling facilities provided in casinos by attaching licence conditions. 452.This section authorises the provision of facilities for “virtual” betting in casinos and on betting premises. This section contains the gaming machine entitlements which apply to the different types of premises licence issued under this Part. Such conditions will be specified in regulations, and must be included in all premises licences, or classes of premises licence, to which they apply.
There are currently only three Small 2005 Act casinos in operation from the eight licences available. This requirement was intended to ensure a balanced offer of gaming products in 2005 Act casinos, which had a significantly higher gaming machine entitlement than 1968 Act casinos. The government is proposing to operate two regimes for 1968 Act casinos whereby they can either operate under the existing rules with no increase to their gaming machine allowance or they can take up their new gaming machine entitlements under the new rules.
The government will consider the need for bespoke dedicated safe play messaging as part of cashless gambling on gaming machines. As mentioned above, the existing regulations prohibit the use of debit cards for direct payments to gaming machines, and prohibit any use of credit cards. The introduction of direct forms of cashless payments on gaming machines, subject to suitable safeguards, therefore represents an opportunity to future-proof the land-based gambling industry.
- Licensed operators are required to promote responsible gambling.
- It will not be possible for a licensee to rely on an ancillary remote betting licence, even where the SSBT offer is alongside a non-remote offer as the ancillary licence is bound to a betting premises licence.
- Please provide any additional views or evidence on the potential impacts of raising licence fees here.

Are you considering the launch of an online casino or sportsbook in the UK? Further information on these changes will be published as it becomes available on the Gambling Commission’s website and communicated to operators and licensing authorities.
In bingo premises, 1.6% of Category B gaming machine sessions result in losses of £200 or more, compared to 0.7% of combined Category C, Category D and mixed sessions. Responses from both the arcade and bingo sector show that Category B machines generate higher GGY on average than Category C and D machines, though responses indicated that the levels of GGY were higher in the arcade sector. This was consistent across bingo club operators, arcade operators and gaming machine manufacturers. This will ensure that Category C and D machines made available by operators have genuine customer appeal and/or are genuinely available for use, as opposed to being used as a means to increase the number of Category B cabinets a venue can site.
